SHIMOMURA Hakubun

Hakubun Shimomura has been a member of the House of Representatives since 1996 as a member of the Liberal Democratic Party (LDP). He was appointed to significant positions in the LDP and its cabinets, including chair at the LDP’s headquarters for constitutional reform (2018) and Minister of Education, Culture, Sports, Science and Technology.

Aiming to enhance exposure to education, Shimomura proposed to revise Article 26 of the Constitution; he suggests that the Article have an additional phrase to declare that no one should be deprived from the opportunity to be educated because of financial reasons.
